(Beltsville, MD) – Merrick Towle Communications (MTC), a full-service advertising agency in Beltsville, MD, recently announced the promotion of Deborah Cowling to Human Resources Director.

Debbie joined MTC in March 2007 as its Human Resources Manager. In her new role she will continue to develop and implement policies and procedures for the agency and manage employee benefits, recruiting efforts, and continue to provide overall human resources support to the agency’s employees. Additionally, Debbie will continue to oversee “Operation Smiley Face,” an agency initiative that coordinates internal social activities and events geared at building relationships and increasing morale.

Debbie began her Human Resources career as an Administrative and Human Resources Manager at Hasten Design Studio where she developed Human Resources policies and performed recruiting, payroll and other accounting functions. Before joining MTC, Debbie worked for Dynamics Research Corporation, a government subcontractor. As a Human Resources Generalist, she coordinated recruitment activities, conducted background reference checks, issued offers of employment and was the local resource for policies and procedure interpretation and benefits issues.

Debbie is an active member of the Society of Human Resources Management (SHRM) and the Human Resources Society of Prince Georges County (HRPGC). She earned a Bachelor’s of Science degree in Communication Disorders from Hampton University and achieved the Professional in Human Resources (PHR) certification in May 2000.
